AIR VETERANS INSURANCE COVER (AVIC)

Scheme

  • Air Veterans Insurance Cover (AVIC) Scheme provides insurance cover to the beneficiary of retired Air Warriors. The Scheme was introduced first time for air warriors retiring on or after 01 Aug 1981. Initially the scheme was optional, the same was made compulsory with effect from 01 Nov 1991. Post Retirement Insurance Cover (PRIC) was renamed as Air Veterans Insurance Cover (AVIC) wef 01 Oct 18. All terms and conditions of PRIC are applicable for AVIC.

Cover

  • In Jan 2013, maximum age for insurance cover was enhanced from 72 yrs to 75 yrs for all Air Veterans who retired on or after 01 Jan 11.

AVIC-81

Introduction.

  • The Air Veterans Insurance Cover Scheme was first introduced for personnel retiring on or after 01 Aug 81 or for those who were reservists on 31 Jul 81. The scheme has since been superseded vide AVIC-90, AVIC-99 and AVIC-05 and is Operative only for Existing members.

Insurance Cover.

  • This Scheme, which was optional, provided insurance cover for a period of 10 years from the date of retirement/release or upto the age of 65 years whichever is earlier. The sum assured and the contributions were as follows :-

  • However, wef 31 Aug 85, the amount and period were increased without any additional contribution from members . The revised cover and period of cover are as follows :-

Period of Cover

  • 15 years from the date of retirement or upto the age of 65 years whichever is earlier subject to minimum of 9 years cover for those who retired between 56 to 60 years of age. Wef 10 Jun 92, the cover was further extended upto 70 years of age. However, after initial period as given in memorandum the cover will be restricted to 50% of the original cover.

Benefits

  • Death Benefits : benefits as stated in para 2 above were applicable.

  • Survival Benefits : Survival Benefits were not applicable since only death cover was provided.

Salient features

  • The basic condition for eligibility to become a member of the AVIC is that the individual should have rendered qualifying service for the grant of retiring/service pension. Such personnel could become members of AVIC from the day succeeding the day on which they proceed on superannuation/ retirement/ discharge/ release etc.

  • The AVIC is not granted to the following :-

    • Individuals who have been cashiered, dismissed, removed, compulsorily retired, or called upon to resign their commission, even though they have put in the qualifying service upon for pension, was not granted membership of AVIC, until after decision of their pension was taken by the competent authority and the Board of Trustees, after considering the circumstances of the case that led to such individuals exit, approves the request of the individual grant of membership. Provided that in such cases, the membership was effective only from the date the contribution towards AVIC had been duly received by AFGIS by a draft and would be available for the balance of the period.

    • Deserters.

    • Trainees leaving the service on any ground.

    • Invalided out due to unsound mind.

  • The contribution was recovered by deduction/adjustment from the survival benefit claim.

  • Insurance Memorandum was issued.

  • Nomination was required.

  • The Scheme was also applicable to members invalided out of service or leaving service with low medical category provided they do not fall under any of the categories mentioned in sub para (b) above and they have rendered qualifying service for the grant of retiring /service pension.

  • Membership of AVIC could be extended to personnel who got absorbed in PSUs with pensionable service with 100% commutation. It could also be extended to those who are sanctioned pro-rata pension by Govt even though they may not have rendered pensionable service provided they produced a certificate from the PSU that they are not provided AVIC cover on retirement.

With effect from 26 Feb 2007 Air Veterans Insurance Cover (AVIC) Scheme covers all type of death including death due to professional flying accidents.

AVIC-90

Introduction.

  • The Board of Trustees of AFGIS accorded their approval for the introduction of Air Veterans Insurance Cover (AVIC 90) wef 30 Sep 90. The scheme has since been superseded vide AVIC-99 and AVIC-05 and is Operative only for Existing members.

Eligibility.

  • All officers, Airmen and NCs(E) retiring/proceeding on release, including those discharged on medical grounds wef 30 Sep 90 with pension benefits, were eligible for the membership of Scheme.

Period of Cover.

  • Risk was covered for 15 years from the date of retirement or upto the age of 70 years whichever was earlier. However the amount of cover after 15 years is 50% of the original sum assured.

Subscription.

  • Lump sum recovery was made from the survival benefit payable at the time of retirement/release/discharge at the following rates:-

  • In case the amount of survival benefit was not sufficient to recover the appropriate amount of subscription for AVIC 90, the member required to make good the difference.

Grant from GIS.

  • To ensure financial viability of the various AVIC Schemes over a period of 30 years from the date of its closure. AFGIS will appropriate every year, before deciding rate of bonus, from its interest earnings, with the approval of Board of Trustees such amounts as deemed necessary to maintain the viability of the Scheme. The available corpus vis-a-vis the scheme viability must be conducted in consultation with the actuary.

Payments.

  • On the death of a member before expiry of the period of insurance cover, the amount of insurance will be paid to the nominee (s) on the production of death certificate and on receipt of claim and Home Death Certificate from AFRO/Dte of PP&R for Airmen/Officers respectively.

AVIC-99

Introduction

  • The Board of Trustees of AFGIS accorded their approval for the introduction of Air Veterans Insurance Cover - 99 (AVIC - 99) Scheme wef 30 Apr 99. The scheme has since been superseded vide AVIC-05 and is Operative only for Existing members.

Nature of Scheme.

  • The Scheme is compulsory in terms of AFI 16/87 to all personnel who are member of GIS-97 Scheme and retiring/ proceeding on release/invalidation out of service with service/retiring/ disability pension on or after 30 Apr 99 A/D hours.

  • The Scheme will be optional to the members of GIS-75 and RGIS - 78 retiring on or after 30 Apr 99 (A/D hours) with pension benefits. In case sufficient balance is not available to recover the premia, the member will have to make good the difference by Demand Draft in favour of AIR FORCE GROUP INSURANCE FUND on or before his/her date of retirement.

  • Membership of AVIC-99 can be extended to personnel who get absorbed in PSUs with pensionable service with 100 % commutation or those who are sanctioned pro-rata pension by the Government even though they may not have rendered pensionable service, or on production of a certificate from their organization that no Air Veterans Insurance Cover exists in that organization.

However, after decision on their pension is taken subsequently by the Govt to grant pension to such members, the Board of Trustees after considering the circumstances of the case that led to such individual exit, can approve the request of the individual for grant of membership. In such cases membership shall be effective only from the date the contribution towards AVIC has been duly received by AFGIS and would be available for the balance of period.

    • Deserters

    • Trainees leaving the services on any ground.

    • Invalided due to unsound mind.

    • The scheme will not cover past retirees who have retired prior to 30 Apr 99.

Payments.

AVIC-05

Introduction.

  • The Board of Trustees of AFGIS accorded their approval for introduction of Air Veterans Insurance Cover 2005 (AVIC 05) Scheme wef 31 Mar 2005. The earlier scheme AVIC-99 stands closed wef 01 Apr 05 for fresh membership.

Nature of Scheme.

  • The scheme is compulsory in terms of AFI 16/87 to all personnel who are member of GIS - 97 scheme or retiring/proceeding on release/invalidation out of service with service/retiring/disability pension on or after 31 Mar 2005 A/D hours.
  • The Scheme will be optional to the members of GIS-75 and RGIS-78 retiring on or after 31 Mar 05 (A/D hours) with pension benefits. In case sufficient balance is not available to recover the premia, the member will have to make good the difference by Demand Draft in favour of Air Force Group Insurance Fund on or before his/her date of retirement.
  • Membership of AVIC-05 can be extended to personnel who get absorbed in PSUs with pensionable service with 100% commutation or those who are sanctioned pro-rata pension by the Govt even though they may not have rendered pensionable service or on production of a certificate from their organization that no Air Veterans Insurance Cover exists in that organization.

This Scheme will cover all types of deaths including deaths due to professional flying accident in respect of all existing AVIC Scheme without charging any extra contribution wef 26 Feb 07.

  • Following categories of personnel will not be made member under AVIC-2005 :-

    • Individual who have been cashiered, dismissed, removed, compulsorily retired or called up on to resign their commission, even though they have put in qualifying service for pension, shall not be normally granted membership for AVIC - 05.However, after decision on their pension is taken subsequently by the Govt to grant pension to such members, the Board of Trustees after considering the circumstances of the case that led to such individual exit, can approve the request of the individual for grant of membership. In such cases membership shall be effective only from the date the contribution towards AVIC has been duly received by AFGIS and would be available for the balance of period.

Payments

  • On the death of members before expiry of the period of insurance cover, the amount of insurance cover will be paid to the nominee (s) on production of death certificate, AVIC Memorandum/ Card, approved copy of nomination form AFGIS-224 or AFGIS-225 (All documents in original) and certificate for cause of death from Hospital/ Doctor.

AVIC-11

Introduction.

  • The AVIC scheme was started by AFGIS from 01 Aug 1981 with a vision to provide insurance cover even after the retirement and to provide a social and financial security to the families in case of death of AF veteran. Based on the requests received from the air warriors, instead of lump sum deduction of AVIC contribution at the time of retirement  a monthly recovery of premium towards AVIC along with normal contribution  be initiated and the same has been approved by BoT. With this the earlier scheme AVIC-05 stands closed wef 01 Jan 2011 for fresh membership and new AVIC scheme with monthly deduction of contribution comes into effect from 01 Jan 2011 (A/D hours).

Nature of Scheme.

  • The scheme is compulsory in terms of AFI 16/87 to all personnel who are member of  enhanced GIS -  scheme or retiring/proceeding on release/invalidation out of service with service/retiring/disability pension on or after 01 Jan 2011 A/D hours.  

  • Only for those who still continue to be members of RGIS 78 Scheme, the AVIC scheme will remain optional.  They can become member of new enhanced GIS-09 Scheme by paying the arrears of contribution for EGIS-82, GIS-88, GIS-97, GIS-05  and GIS-09 scheme and there after become member of the new AVIC scheme.

  • Equalisation Charges

  • In addition to above monthly contribution, equalization charges as below will be charged from Air warriors going out of service for the first three years from the inception of the scheme i.e 01 Jan 2011.

In such cases membership shall be effective only from the date the contribution towards AVIC has been duly received by AFGIS and would be available for the balance of period.

  • Refund of AVIC Contribution

  • In case of an Air Warrior leaving service without earning service pension or in case of his death, monthly contribution towards AVIC along with applicable rate of interest shall be refunded.

Payments

  • On the death of members before expiry of the period of insurance cover, the amount of insurance cover will be paid to the nominee (s) on production of death certificate issued by Registrar of Birth and Death or Sarpanch/ Pradhan, AVIC Memorandum/ Card, approved copy of nomination form AFGIS-224 or AFGIS-225 (All documents in original).

All other Rules and Regulations governing AVIC-05 schemes  as stated in IAP 3601 will apply mutates-mutandis to  New AVIC scheme also. The scheme is subject to modification/ termination as approved by Board of Trustees of AFGIS which will be binding on all members.

AVIC-15

Introduction.

  • Air Veterans Insurance Cover scheme was first introduced by AFGIS on 01 Aug 81. The Scheme of Aug 81 (AVIC-81) has since been superseded by AVIC-90 Scheme, AVIC-99 Scheme, AVIC-2005 Scheme and AVIC-2011 Scheme.

  • With a view to further enhance the financial security of retired air warriors and their families, the AVIC-11 scheme was reviewed and the Board of Trustees of AFGIS has accorded its approval for introduction of Air Veterans Insurance Cover-2015 (AVIC-15) Scheme wef 01 Jul 15. The new scheme (AVIC-15) will provide enhanced insurance cover for the benefit of the air warriors retiring on or after 30 Jun 15 (struck off strength from IAF on or after 01 Jul 15). (To illustrate, an air warrior retiring on 30 Jun 15 AD hours would be covered under GIS-11 upto the midnight of 30 Jun 15. He/she would contribute towards AVIC-15 on or before 30 Jun 15 and be covered under AVIC-15 with effect from 0001 h on 01 Jul 15).

  • The terms and conditions of the AVIC-15 Scheme are elucidated in the succeeding paragraphs.

Salient features

  • Eligibility

  • All air warriors [officers, airmen and NCs(E)], who superannuate/retire from IAF on or after 30 Jun 15 and are entitled to and are granted superannuation pension/ retiring pension, will be eligible to be a member of AVIC-15 Scheme. Membership of the Scheme is compulsory in respect of all eligible air warriors (refer AFI 16/87).

  • Air warriors, who fall in categories enumerated below, will not be eligible to membership in the AVIC-15 Scheme.

    • Deserters.

    • Personnel who superannuated/ retired prior to 30 Jun 15.

    • Air warriors, who have been cashiered, dismissed, removed, compulsorily retired (exclude SNLR cases) or called upon to resign their commission even though they have put in qualifying service for pension, shall not be eligible to membership in the AVIC-15 Scheme. However, in cases where the competent authority subsequently decides to grant superannuation/ retiring pension, the BoT, after considering the circumstances of the case that lead to the exit of such individuals, can accept their written request for grant of membership in the Scheme. In such cases, membership to the scheme shall be effective from the date of such acceptance of request by the BoT and receipt of the required contribution towards the scheme, whichever is later. This date would be the deemed date of retirement and the period of insurance cover mentioned in para 3 would be determined accordingly.

  • Payment of Insurance Claims

    • The insurance cover amount, as applicable, will be paid to the nominee(s) on occurrence of the insured contingency (death of the member). For affecting the payment, the nominee(s) would be required to submit death certificate, AVIC card and the accepted copy of nomination (AFGIS/224) (all in original) and claim proforma (AFGIS/222 & 229) to the Society. The Scheme does not have any provision for payment of Survival Benefit or refund of the one-time non-refundable contribution.

    Closure of AVIC-11 Scheme

    • The AVIC-11 Scheme is closed to new membership wef the day the new scheme (AVIC-15) comes into effect. Consequently, recovery of advance contribution from IRLA under AVIC-11 is discontinued wef Jun 15 onwards.
  • DEATH CLAIM

    Death After Retirement

    • In case of death of a retired member of AFGIS, the nominee is required to forward the following documents :-

      • Death Certificate issued by Registrar of Birth and Death (in original/ ink attested).

      • Post Retirement Insurance Memorandum/ Card/ Air Veterans Insurance Card issued by the Society in original.

      • Approved copy of nomination in Original AFGIS-224 form

      • A photograph of the beneficiary, duly attested by Magistrate /Stn Cdr of the nearest AF Unit / Secretary, Zila Sainik Board, President / Secretary AFA of respective branch is to be affixed in the place provided for in the claim form AFGIS-222.

      • Certificate by bank is to be attested by the Bank Manager (AFGIS-229 on the back side of AFGIS-222)

    Beneficiary

    • The beneficiary will be as per the latest nomination executed by the member (at the time of retirement or thereafter).

    Application Forms
